Permit not valid until signed by instructor?

I have a permit but I haven't been signed up for behind the wheel, I've had it for two months so does that mean that the amount of time I've had it does not count? Or does it mean the hours I have driven does not count? I know the hours don't count but now I'm confused whether me having the permit for two months so far counts or not. In the state of California
