What qualifies me to get waived for the 30 days on my TIP (temporary instructors permit)?

I live in Michigan and I admit, I'm almost 21 and still do not have my license due to personal life issues. Anyways, I have a permit from 2009 that expired 10/5/2009 and I would like to get my license this month because I am moving out of state. Anyways, I heard that you can get the 30 days waived but what qualifies me for that?
