Navy Pay for Hospital Corpsman?

Now I know that the base pay for an E1 is like $1,400 a month. I got this papy from my recruiters' labeled Application Compensation Evaluator claim that I could be making $31,000 a year. Now it says that my salary is 16,220 but it adds in 16,049 in allowance. I highly doupt I'll be getting married and having kids that first year I'm in the Navy so where the heck are they getting thiese allowances from? I've heard a few of my old friends are making close ot the same. Is there something I'm missing?
